RULES
The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
NOTICES TO COMPETITORS
Notices to competitors will be posted at the registration table Saturday morning and will be passed out during the skippers meeting.
CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be announced at the skippers meeting. Changes on the water will be on VHF CH 72.
SCHEDULE OF RACES
The first race will start at 11:00 a.m. on August 8, 2009.
The second race will follow the first and if time permits a third race will follow.
CLASS FLAGS
CLASS A– Spinnaker Class (Pink Flag)
CLASS B– Non-spinnaker Class (Green Flag)
CLASS C– Cruising Class (Yellow Flag)
RACING AREA
The race course will be on the Pasquotank River by the USCG Base.
THE COURSES
The courses will be either triangle, winward/leeward, or a combination of the two.
The course will be displayed prior to each class start on the starboard side of the committee boat.
A triangle course will be indicated with the letter T.
A windward/leeward course will be indicated with the letter W.
The number of laps of each course will be displayed AFTER the letter.
For example: “T 1 W 2” would be a course with one triangle lap followed by two windward/leeward laps.
MARKS
The marks will be large and ORANGE. The pin end of the start/finish line will be an ORANGE flag on a float.
THE START
Races will be started using rule 26.
Boats whose warning signal has not been made shall avoid the starting area.
A boat starting later than 5 minutes after her starting signal will be scored “Did Not Start”. This changes rule A4.
The starting sequence will be:
CLASS A– Spinnaker Class (Pink Flag)
CLASS B– Non-spinnaker Class (Green Flag)
CLASS C– Cruising Class (Yellow Flag)
RULE “I” WILL BE IN EFFECT
If any part of a boat’s hull, crew, or equipment is on the course side of the starting line one minute before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 72. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).
THE FINISH
The finish line will be the same as the start line.
SCORING
The races will be scored by time on time. Ties will be broken by the lowest elapsed time for all races combined.
Only members of the ASSA will be eligible for the Archer Farmer Cup.
The overall winner of the large boat classes will be eligible to go to the National Hospice Regatta.
TIME LIMITS
Boats failing to finish within 30 minutes after the first boat crosses the finish line will be scored “Did Not Finish”. This changes rules 35 and A4.
HOWEVER, if there is a large difference between handicaps or boat type, the time limit will be at the discretion of the race committee.
PROTESTS AND REQUESTS FOR REDRESS
For each class, ALL protests not settled on the water between competitors will be passed to the committee boat. The protest time limit is 15 minutes after the last boat has finished the race that the protest occurred during. The same time limit applies to protests by the race committee about incidents they observe in the racing area.
Competitors will be notified of hearing in which they are parties or named as witnesses. Hearings will be held in the jury room, located at the PRYC club house, beginning ASAP.
PLEASE settle your protests on the water if possible.
SAFETY REGULATIONS
Check-out and check-in with the committee boat.
A boat that retires from a race shall notify the race committee as soon as possible. VHF Ch. 72 is acceptable.
EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restrictions also applies to mobile telephones.
