Sailing Instructions

 

 

RULES

                The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

 

                NOTICES TO COMPETITORS

                Notices to competitors will be posted at registration table Saturday Morning and passed at the Skippers meeting.

 

                CHANGES TO SAILING INSTRUCTIONS

                Any change to the sailing instructions will be announced at the Skippers Meeting.  Changes on the water will be on CH 72.

 

               SCHEDULE OF RACES

 

                The First race will start at 1100 23 August 2008

                The second race will follow the first.  A third race may be sailed if time allows. 

                On the last day of the regatta no warning signal will be made after      .

 

                CLASS FLAGS

               

                          CLASS A - Spinnaker Class (Pink Flag)

 

                          CLASS B - Non Spinnaker Class 1 (Orange Flag)

 

                          CLASS C - Non Spinnaker Class 2 (Green Flag)

 

                          CLASS D - Cruising Class (Yellow Flag)

 

             Other classes may be split. Class splits will be posted prior to the Skipper’s

             Meeting

 

                RACING AREA

 

                The Race course will be in the Pasquotank River by the USCG Base.

 

                THE COURSES

                The courses will be either, triangle, windward/leeward, or a combination.

               The course will be displayed prior to each Class Start on the Starboard side of the Committee Boat.

               Triangle will be a “T”

               Windward/Leeward will be a “W”

               The Number of laps of each will be displayed AFTER the Letter.

               IE:  “T 1 W 2”  is one triangle followed by two windward/leewards.

 

               MARKS

 

                The Marks will be Large and ORANGE,  The PIN end of the start/finish line will be a orange flag on a float.

 

                THE START

                Races will be started by using rule 26.

               Boats whose warning signal has not been made shall avoid the starting area.

                A boat starting later than 5  minutes after her starting signal will be scored Did Not Start. This changes rule A4

               

              RULE “I” will be in effectIf any part of a boat’s hull, crew or equip­ment is on the course side of the starting line one minute before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel ­72 . Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).

 

              The Starting sequence will be:

 

                          CLASS A - Spinnaker Class (Pink Flag)

 

                          CLASS B - Non Spinnaker Class 1 (Orange Flag)

 

                          CLASS C - Non Spinnaker Class 2 (Green Flag)

 

                          CLASS D - Cruising Class (Yellow Flag)

 

 

                THE FINISH

                The finishing line will be the same as the Starting Line.

                 

                TIME LIMITS

                Boats failing to finish within 30 minutes  after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4.

 

                PROTESTS AND REQUESTS FOR REDRESS                  

                For each class, ALL protests not settled on the water between competitors will be passed to the committee boat. The protest time limit is 15 minutes  after the last boat has finished the  race the protest was in. [The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area.

              Competitors will be notified of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located at the PRYC club house , beginning ASAP.

              PLEASE settle your protest on the water if possible. 

                Decisions of the protest committee will be final.

 

                SAFETY REGULATIONS

                Check-out and check-in: with committee boat .                            

                A boat that retires from a race shall notify the race committee as soon as possible. 

                Ch 72 VHF is acceptable.        

 

                EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

 

                RADIO COMMUNICATION

A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
