NOTICE OF RACE

 

GENERAL ADMINISTRATION

 

The 2nd Annual Albemarle Hospice Regatta and Party will be held August 8th, 2009 with registration on the deck of Grouper’s Restaurant at 8 a.m.  The Albemarle Hospice Regatta is open to all entrants meeting the requirements in this Notice of Race.  Members of ASSA participating yacht clubs (PRYC, EYC, CYC and OYC) will also be competing for the Archer Farmer Cup.  The winner of the Archer Farmer Cup will be the overall lowest point scorer.  Tie breakers will be determined by lowest time.

SLIPS AND DOCKAGE

 

Boat owners are responsible for arranging their own dock space.  Limited slips are available at the following locations:  Pelican Marina, Elizabeth City Town Docks at Mariner’s Wharf, and Elizabeth City Waterfront Park.

 

VIDEO AND PHOTOGRAPHER’S RIGHTS

 

Competitors and crew members give absolute right and permission to use their name, voice, image, likeness, biographical material, as well as representation of their boats in any media (print, video, internet media) for purposes of press information, reporting, promoting, or advertising.

 

 

RULES AND CONDITIONS

 

JURISDICTION AND RULES:

 

The Albemarle Hospice Regatta – Archer Farmer Cup is under the jurisdiction of the Pasquotank River Yacht Club and the management of its race committee. All races will be sailed in accordance with current rules of the U.S. Sailing Association except as modified by the sailing instructions.

 

ELIGIBILITY:

 

All members in good standing of PRYC, EYC, CYC, and OYC are eligible to participate at their own risk. Other participants must be members of a yacht club that holds membership in one of the regional or national organizations such as CBYRA, NC-PHRF, USSAILING, etc. PHRF Certificates are recommended, however, boats may be assigned a rating prior to commencement of the first race by the race committee and will not be subject to appeal.  By default, ratings from PHRF Chesapeake will be used.  Note: To be considered for point scoring the boat participating in a race or series shall be on the race course and identify the boat with the race committee for a race or series.

 

NOTICES:

 

All information passed at the skippers meeting by the race committee is official. All communications between skippers and the race committee regarding registration, withdrawal, protest, turns penalties, and retirement shall be submitted to and recorded by the race committee on the race entry and score sheet.

BIG BOAT CLASSES:

 

CLASS A  -  Spinnaker Class (Pink Flag)

 

CLASS B  -  Non Spinnaker Class (Green Flag)

 

CLASS C  -  Cruising Class (Yellow Flag)

 

Classes may be split.  Class splits will be posted prior to the Skipper’s Meeting

LOCATION OF RACES:

 

The general locale of the big boat races will be on the Pasquotank River by the USCG Base.

 

The general locale of the adult small boat races will be on the Pasquotank River by Bird Island.

 

The general locale of the youth small boat races will be on the Pasquotank River, closest to the waterfront.

 

SAFETY:

 

Each yacht participating must:

 

Carry on board USCG-approved PFD for each person aboard plus a throwable.

 

Carry on board a towline suitable for the yacht.

 

Stay clear of safety and committee boats during and between all races except

case of an emergency.

 

Allow the PRYC Safety Committee to inspect for safety equipment at any time

and accept disqualification for cause.

 

SPECIAL RULES:

 

There will be no restriction on whisker pole length for non-spinnaker class boats.

To reduce the advantage boats with two slotted head foils have over boats without, the following will apply: Boats may fly a single jib attached only at the tack and with no hanks to forestay. When changing sails the new sail may be hoisted before lowering the old sail; however, the new sail must be on the same side as the old sail. Except for the above, a boat may only fly a single headsail unless she is cutter rigged.

COMMUNICATIONS WITH THE RACE COMMITTEE REGATTA OFFICIALS:

 

During the regatta, conduct of communications with the race committee shall be governed by the following rules:

 

Communications with the race committee regatta officials is prohibited beginning with the warning signal of the first race and continuing on until the awarding of trophies, except for the following:

1.        Only questions and comments related to yacht identification upon crossing the finish line.

2.        On course notification of intended protest. Notification of withdrawal from a race.

3.        Requests for emergency assistance. 

4.        Requests for information by the race committee.

Regatta results will be posted for review prior to award of trophies. All questions or comments regarding the posted results shall be made to the race committee.

Profane or uncivil comments that are directed to or about the race committee or regatta officials before, during, or after a regatta will be subject to disciplinary action as provided by Rule 69 of U.S. Sailing.  Discipline may include disqualification from the current regatta.  Skippers shall be liable for the conduct of their crew. 

Colored Class Ribbons issued by the Race Committee shall be visibly flown from the back of all racing boats attached either to the backstay or by other suitable means for boats without backstays. Colors for each class are:

Class A --- Pink

Class B --- Green

Class C --- Yellow

 

Note: You must have a class flag and sail number to be scored!! If you do not have a sail number Albemarle Hospice Regatta Race Committee will assign a number which shall be used.
